The bootstrap-environment module provisions standard environment-level resources for the AI Platform bootstrap component:

• Component Folder
• GCS Project & KMS Project
• KMS Folder Autokey
• GCS Bucket for remote OpenTofu state
• IAM bindings (Folder, KMS Project, GCS Project, Bootstrap Folder WIF Pool)
• GitHub Repository Environment configuration
